# Fractional CMO, Agency, Consultant or Full-Time Hire: Which Does Your SaaS Actually Need?

Four ways to get senior marketing help at an early-stage SaaS company, what each costs, and how to choose. From a fractional CMO, so read the bias section.

If you're a founder running marketing yourself, at some point you'll decide it's time to get help. There are four common ways to do it, and they solve different problems. Picking the wrong one is expensive, mostly in time.

**A disclosure before we start:** I'm a fractional CMO, so I have an obvious bias. I've tried to be fair to the other options, and there are situations below where I'd tell you not to hire someone like me.

## The short version

| | Fractional CMO | Agency | Consultant | Full-time CMO |
| --- | --- | --- | --- | --- |
| What you get | Senior leadership, part-time, often hands-on | A team that executes in one or a few channels | Advice or a plan for a specific problem | A dedicated executive |
| Typical US cost | $8,000 to $22,000 a month ([Fractionus](https://fractionus.com/blog/fractional-cmo-cost-us)) | Varies widely by scope | Usually a project fee | Salary plus benefits, equity and recruiting |
| Commitment | Monthly, often with a minimum | Monthly retainer, often 6 to 12 months ([Sotavento Medios](https://www.sotaventomedios.com/typical-contract-lengths-and-cancellation-terms-offered-by-agencies/)) | One project | Permanent |
| Owns results? | Yes, for the plan and the team | For their channel's metrics | No | Yes |
| Best when | You need direction and someone to run it | You know what to do and need hands | You have one hard question | Marketing is big enough to need a full-time leader |

## Full-time CMO

A permanent CMO makes sense once marketing is a real department with its own team and a board that expects a marketing leader in the room. Before that, it's a lot of salary for a job that isn't full-time yet, and senior people get bored or start building a department you don't need.

Hiring also takes time. By the time you've written the role, found candidates and waited out a notice period, it's often several months before the person starts, and more before they're effective. Recruiters put the average time to fill a CMO role at three to four months, before any notice period ([Talentfoot, 2025](https://talentfoot.com/cmo-time-to-hire-tenure-trends/)).

**Choose this when:** marketing is already a team of three or more, you have repeatable channels to scale, and you can afford to wait for the right person.

## Agency

Agencies are good at execution in their channel. A strong paid-search agency will run your Google Ads better than most generalists. What an agency usually won't do is question whether you should be running Google Ads at all, because that's their revenue.

The other thing to know is who does the work. Senior people often sell the account and then hand it to someone more junior. Ask who will be on your account day to day.

**Choose this when:** you already know which channel works and need more capacity in it, and someone on your side can hold the agency to account.

## Consultant

A consultant solves a defined problem: a positioning project, a pricing review, a go-to-market plan for a new market. You get a document or a workshop, and implementation is up to you.

That's fine when your team can carry out the plan. It goes wrong when nobody has the time or the seniority to turn a strategy document into weekly work, and the plan sits in a folder.

**Choose this when:** you have one specific question and a team that can act on the answer.

## Fractional CMO

A fractional CMO is a senior marketing leader who works with you part-time on a retainer, usually one to two days a week ([Fractionus](https://fractionus.com/blog/what-is-a-fractional-cmo-complete-guide)). The good ones do more than advise. They set the plan, run the weekly rhythm, manage whoever does the work (your team, freelancers, an agency) and report on results.

The weak spot is availability. A fractional CMO has other clients, so if you need someone in the office every day, or marketing is already a large team, you've outgrown the model.

**Choose this when:** you're spending on marketing without a senior person deciding where that money goes, and the job is real but not yet full-time.

## How to decide

Ask yourself these questions in order:

![Four questions to choose between a fractional CMO, agency, consultant or full-time CMO](https://cmo4saas.com/hs-fs/hubfs/cmo4saas-which-one-does-your-saas-need.png?width=1600&height=900&name=cmo4saas-which-one-does-your-saas-need.png)

1. **Do you know which channels work?** If not, you need someone to find out before anyone scales anything. That's a job for a fractional CMO or a consultant.
2. **Is there someone to do the work?** If you have marketers or freelancers who need direction, a fractional CMO fits. If there's nobody, you need execution help too: a fractional CMO who works hands-on, or an agency with someone managing it.
3. **Is the job full-time?** If you'd honestly fill 40+ hours a week of senior marketing leadership, hire a full-time CMO. Most seed-stage companies wouldn't.
4. **How long can you wait?** A fractional CMO or an agency can start within weeks. A full-time hire takes months.

## When I'd tell you not to hire a fractional CMO

- You haven't found repeatable sales yet. At that stage, the founder selling directly is the best marketing research there is.
- You need one channel run well and already know it works. Hire a specialist or an agency.
- Your marketing team is already five or more people with a working plan. You probably need a full-time leader.

## Combinations that work

Many companies end up with two of these at once. The most common one I see is a fractional CMO setting the plan and managing a specialist agency or two freelancers. Another is a fractional or interim CMO who helps define and hire the permanent role, then hands over.
